The posterprince is Tenjou Utena from Shoujo Kakumei Utena - Adolescense Mokushiroku.
That movie... I TOTALLY LOVE IT ^O^!! (even if it doesn't have Mitsuru in it ><). Utena's one of my favorite characters and I love her movie look (and personality ^__^), and when I saw her in that scene I was like "Hanyaaaaaaaaaaaa~n!!!", so there, that should make enough explanation for this layout XP.
The words in the title *points* literally mean "rain of roses, wind of roses, love of roses" (watch the movie, in case you don't get it XP) kakumei oujisama's kinda obvious I think (revolutionary prince).
